Separate an Agent's identity from a Perk
Players operate as Agents connected to the Agency. A Perk describes a gameplay role and ability package; it is not automatically a fixed named character with one canon biography.
This distinction keeps loadout advice in the perk guide and lets this index focus on identities, factions, encounters, and relationships.

Read characters by faction and encounter context
Faction is the safest first organizing layer because similar silhouettes can belong to very different encounter and story roles.

Use named profiles without collapsing every encounter together
Sledge Queen is a Castle boss associated with Raiders, while Yosef is an Agency defector and Scavenger leader encountered as the Night 10 boss. Their locations, pressures, story ties, and outcomes are distinct.
